Role Overview
We are seeking a highly experienced QA/QC Lead to provide independent quality assurance oversight on hyperscale data centre construction projects in Hong Kong. The role will focus on construction quality inspections, defect identification, regulatory compliance, Non-Conformance Report (NCR) management, commissioning readiness, and reporting to the client on workmanship and quality performance.
The successful candidate will work closely with contractors, project teams, and client stakeholders to ensure works are delivered in accordance with approved designs, specifications, applicable codes, and industry best practices.
Key Responsibilities
Construction Quality Assurance
- Monitor construction activities and assess workmanship quality.
- Verify installed works against approved design documentation, shop drawings, specifications and applicable regulations.
- Identify and report quality deficiencies, non-conformances, and deviations from approved documentation.
- Maintain and track quality observations, non-conformance records and punch-list items through to close-out
- Review corrective actions and verify completion of rectification works.
Documentation and Reporting
- Review project quality records and inspection documentation.
- Verify the status of drawings, as-built records, test reports, RFIs, submittals and related project quality documentation.
- Monitor quality related information maintained within Client’s platform.
- Prepare weekly QA reports covering progress observations, quality findings, non-conformance status, corrective actions and upcoming inspections.
MEP and Commissioning Readiness Verification
- Verify that MEP coordination inspections have been undertaken.
- Conduct site inspections of installed MEP systems and identify visible coordination or installation issues.
- Witness Fire Protection and Fire Alarm testing activities where required.
- Verify equipment labelling, FOD inspections, cleaning activities and readiness prior to energisation and commissioning
- Validate physical installation quality prior to Handover to Commissioning (H2C).
Quality Verification of Critical Works
- Review structural inspection records, quality documentation and sign-off records where applicable.
- Monitor roof remediation works, maintenance platform installations and related quality documentation.
- Review submission status and associated quality records where applicable.
- Report quality risks and observations to the Client.
Close-Out Support
- Review contractor closeout documentation including maintenance manuals, warranty information and associated records.
- Verify completion of corrective actions and close-out of quality related deficiencies.
Essential Experience
- Minimum 10 years' experience in construction QA/QC, quality management, site inspection, Clerk of Works, or technical assurance roles.
- Minimum 5 years' experience on data centre (preferred), mission-critical, pharmaceutical, semiconductor, or similar high specification projects.
- Demonstrated experience managing:
- NCRs and defect management processes
- Construction quality inspections
- Commissioning readiness reviews
- Contractor quality audits
- Root cause analysis and corrective action programs
- Experience working with main contractors, MEP contractors, consultants, and client teams on complex projects.
Technical Knowledge
Strong understanding of:
- Building services (MEP) systems
- Electrical and fire services installations
- Construction quality management systems
- Inspection and test plans (ITPs)
- Commissioning and handover processes
- As-built documentation requirements
- Construction health and safety principles
- Hong Kong Buildings Ordinance and PNAP
- Hong Kong MEP and Fire Services Codes of Practice
Qualifications
- Degree in Engineering, Construction Management, Building Services, Building Surveying, or related discipline.
- Professional membership preferred (HKIE, CIOB, RICS, CIBSE, or equivalent).
- QA/QC certifications or ISO 9001 Lead Auditor qualification advantageous.
Language Requirements
- Fluent spoken and written English.
- Fluent spoken Cantonese.
- Ability to prepare professional quality reports and communicate effectively with both site teams and client stakeholders.
