Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Government (USG) that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and nutrition.

In 2020, FHI 360 through EpiC launched a new multi-year project in Central Asia being implemented in Tajikistan, Kyrgyzstan, and Kazakhstan. Currently, in Tajikistan EpiC implements HIV, GHS, MNCH and nutrition activities, working closely with the Ministry of Health and Social Protection of the Population (MOSPP).

We are currently seeking qualified candidates for the position of EpiC Tajikistan Finance Manager. The position will be based in Dushanbe, Tajikistan and is open to citizens of Tajikistan or persons who have legal authority to work in Tajikistan.

Job Description

The EpiC Tajikistan Finance Manager will have overall responsibility for finance, administration and general human resources (HR) of the EpiC Project within the FHI 360 office in Tajikistan. The EpiC Tajikistan Finance Manager will directly report to the Associate Director, Country Finance of the FHI 360 Branch in Tajikistan with a dotted line to the Country Representative / Project Director for EpiC Tajikistan. They will provide financial oversight for all aspects of FHI 360’s EpiC project activities in accordance with DoS, FHI 360 and donor rules and regulations. Duties require broad conceptual judgment, initiative and ability to deal with a wide range of finance and administration issues. The EpiC Tajikistan Finance Manager will be responsible for budget development in partnership with the Programs team and EpiC headquarters (HQ) team, budget forecasting, expenditure tracking, and financial analysis, as well as grant and contract management; overseeing EpiC administrative, and human resources functions; reviewing and approving recommendations for financial planning and control and key administrative decisions for organizational and local compliance requirements, in concert with the senior management team in Central Asia, but also HQ offices in the United States. They will also be responsible for selecting, evaluating performance, and developing capacity of finance management and administrative personnel to ensure efficient project support.

Position Responsibilities

  • Lead financial planning, budgeting, reporting, pipeline analysis, and audit reviews in close coordination with the Associate Director, Country Finance, EpiC CAR leadership, and HQ.
  • Oversee and control project budgets, financial transactions, and grants management, ensuring accuracy, timeliness, and full compliance with FHI 360 and donor (DoS/USAID) regulations.
  • Prepare and submit high-quality monthly, quarterly, and annual financial and program reports, and support the development of work plans and other donor-required deliverables.
  • Review and approve procurement requests, payment vouchers, and disbursements, ensuring proper documentation and compliance with organizational and donor policies.
  • Supervise finance and administrative staff, promote teamwork, and lead capacity building for finance and operations personnel.
  • Review and validate sub-awardee and contractor budgets, financial reports, and fund disbursements for accuracy and compliance.
  • Maintain and periodically update financial and administrative policies, procedures, and protocols to ensure effective internal controls.
  • Liaise with government bodies (tax, statistics, investments, pension fund, ministries) to ensure timely and compliant financial and statistical reporting, including VAT exemption processes.
  • Support internal and external audits and implement follow-up actions and recommendations.
  • Coordinate with HQ and Country Office management to ensure alignment of financial operations with HR, labor, and tax regulations.
  • Provide technical financial guidance and support to project staff, implementing partners, and CSOs.
  • Perform other relevant duties as assigned by the Associate Director, Country Finance and EpiC project leadership.

Required Qualifications

  • Bachelor’s degree or its international equivalent in Financial Management, Business Administration, Finance, Accounting or another relevant field;
  • A minimum of eight years accounting and financial management experience of large-scale, international development assistance programs;
  • A minimum of five years of relevant experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects;
  • Demonstrated experience with USG cost principles, including PEPFAR regulations, GAAP accounting rules and grants contract management;
  • Supervisory experience managing finance, operations and/or administrative staff.
  • Experience developing and/or implementing finance and accounting policies, procedures and systems;
  • Experience developing and/or implementing office administrative policies, procedures and systems (human resources, procurement, operations, etc.);
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with DoS, host-country counterparts and representatives from other key stakeholders such as CSOs, and the private sector;
  • Extensive knowledge of Tajikistan financial and СSOs reporting requirement, Tajikistan labor law and statutory payment requirements;
  • Fluency in English, Russian and Tajik is required;   

Travel Requirements:

  • 10% within Tajikistan
